Tottenham Hotspur have been linked to Jordy Clasie for quite some time. However, the influence that Van Gaal's position as national team coach is likely to outweigh any such bids from the North London sides.
This is certainly believable, and Manchester United would almost certainly offer him a higher salary than Spurs or Arsenal would. If these three teams are all interested, Clasie is going to end up at United, unless his significant other really hates Manchester.
