It means that Daniel Levy is not releasing any funds to buy new players. so no new direct investment. Bad news if you were hoping for a 30 million pound signing. Also I expect this means Dos Santos, who just ripped the USMNT to shreds (evidence here), is likely on his way out, Keane and Bentley will also be sold for cut rate prices.
