Rafael van der Vaart was supposed to be the player that put Tottenham Hotspur over the top. The club had qualified for the UEFA Champions League the year before, edging out Manchester City for fourth place, and were preparing to take on the best teams in Europe. van der Vaart would make them capable of doing it, giving them another world class player who could find goals against even the best defenses.
Did van der Vaart put Spurs over the top? They haven't qualified for the Champions League again, but they did make it to the quarterfinals of the competition in their one year there and finished in fourth place last season. He gave Spurs some great moments and great goals and also frustrated fans with his inability to make it 90 minutes even semi-regularly.

Likelihood he's sold: It's a toss up right now. Hamburg would love to bring him back and are reportedly offering £10 million, while Spurs want £15 million. If either team compromises and agrees to something in the middle than the other team would probably (hopefully?) do the same.
Likelihood he plays if he stays: Very good. While he doesn't fit in the team if Spurs go to a 4-3-3 and Gylfi Sigurdsson and Moussa Dembele can both play in the hole in a 4-2-3-1, van der Vaart is too good for Andre Villas-Boas not to find playing time for him somewhere.
If he leaves, he goes to: Hamburg.
