Mauricio Pochettino clearly likes Winks, as this is the second new contract Winks has signed this season. Winks previously signed a deal that would keep him a Spurs player until 2018 with an option for a further year. This new deal appears to be the club exercising that option.
Winks hasn't been an impact player in the league, but he has had two appearances in the Europa League at home vs. Qarabag and Fiorentina, and has made Spurs' bench a number of times. Winks is yet another young player in a very crowded Spurs midfield, but this is most certainly a vote of confidence from Pochettino as to Winks' standing within the club, even though he's behind players like Tom Carroll, Ryan Mason, and Nabil Bentaleb in the pecking order. Poche obviously thinks that Winks has a future as a member of Tottenham Hotspur's midfield in future seasons and this new contract confirms it.
